Secretary Kerry also announced the appointment by President Obama of Ira Forman as the special envoy to monitor and combat anti-Semitism. She said the U.S. could take more aggressive steps in Syria without backing from the U.N. as long as the effort was supported by a coalition of nations like NATO or the Arab League. She also defended President Obama's approach to foreign policy, describing it as conveying "confidence, not arrogance." She responded to questions from the audience. She was also presented with a plaque.
This was the opening keynote speech at the Truman National Security Project Conference,
"An Enduring Worldview - 21st Century Threats and Challenges." It was held in the Kennedy Caucus Room of the Russell Senate Office Building.</description>
