      <title>Book Discussion on [One Second After]</title>
      <description>William Forstchen talked about his novel [One Second After] (Forge Books; March 17, 2009). In his novel he depicts what America would be like after a high-altitude nuclear bomb explosion that sends out electromagnetic pulses (EMP) which permanently destroy all of the world's electrical systems. A military and technology historian, Mr. Forstchen talked about what led him the write the book, the threat of electromagnetic pulse attacks in the real world, and the need for a missile defense system to guard against such attacks. Other topics included hardening the electric grid and other protective measures, which would also be a protection against a solar event. He was interviewed on stage by Clifford May at the Foundation for Defense of Democracies. Then experts in the audience joined the discussion. 
 
 William Forstchen is a faculty fellow and professor of history at Montreat College in North Carolina. His many books include [Gettysburg] and [Pearl Harbor], both co-authored with Newt Gingrich.</description>

      <title>A Strong Defense for the U.S.</title>
      <description>President Bush spoke before the American Defense Preparedness Association, an organization of business leaders dedicated to maintaining a strong American military defense, on the necessity for a strong defense for the country. President Bush urged Congress not to cut the defense programs for the B-2 bomber and the Strategic Defense Initiative, particularly since the value of the latter was proven in the Persian Gulf war. The Department of Defense budget, amounting to $295 billion, was passed by the House in June 1991. President Bush said the U.S. would have to set new priorities when creating a military budget faced with tight fiscal restraints, but a strong defense must be maintained by the U.S. when "despots" roam the earth and the Soviet Union remains a strong military power. He said he would veto any defense bill that did not adequately account for the needs of the U.S. military in facing military threats around the world. He also said he was never more convinced, despite post-war commentators "moving the goal posts," that the U.S. response in the Persian Gulf War was worthwhile.</description>

      <title>Global Protection v. Limited Nuclear Strikes</title>
      <description>The House Republican Research committee conducted a forum concerning the current status of the strategic defense initiative and U.S. military policy. The strategic defense initiative is a military defense system designed to eliminate enemy missiles before they reach their target. The ground based system is planned to function in a similar manner to the Patriot missile defense system used in Israel and Saudi Arabia against Iraqi SCUD missiles during the Persian Gulf war. Tests are underway on the space shuttle to create a missile defense system based in space that will be able to destroy enemy missiles in flight by sensing and using their rocket plumes for targeting purposes. Mr. Cooper described the progress and changes in the strategic defense initiative in the past year. The focus of the initiative was changed in late 1990 after the end of the Cold War from the repulsion of an all-out Soviet ballistic missile attack with nuclear warheads to a defense against limited nuclear strikes involving few ballistic missiles in numerous strikes.</description>

      <title>Strategic Defense Initiative Briefing</title>
      <description>Mr. Cooper and Mr. Hadley spoke to reporters on the Strategic Defense Initiative (SDI) program, also known as the "star wars" program. Originally conceived as being a total U.S. defense from incoming missiles using weapons in satellites and other air or spacecraft, the program has been redrawn to concentrate on defending the U.S. from accidental or solo missile launches rather than a full scale attack. The new program, titled GPLS, or global protection from limited strikes, has been estimated to cost an additional $41 billion above current spending levels on SDI research.</description>
