He commented on the Navy's formal investigation, and the final report that concluded all the available force protection measures were not put in place by himself on that day. He called the attack the "start of the war on terror" and discussed intelligence lapses before and after the incident.
Kirk Lippold retired from the Navy at the rank of Commander in 2007 after serving 26 years. He graduated from the U.S. Naval Academy in 1981, and received his Master's degree in Systems Engineering from the Navy.

U.S. Naval Academy Commencement Address

Defense Secretary Leon Panetta spoke to graduating midshipmen at the U.S. Naval Academy. He praised their service and offered encouragement as they moved to careers in the fleet. He also talked about the future mission of the Navy saying the U.S. was returning to its maritime roots, and that their would strengthen defense ties with China, modernize ties with old allies like Japan and Korea and build new partnerships with countries like Malaysia, Vietnam and Singapore.
He also cited the academy's diversity, and noted that some midshipmen were openly gay or lesbian. This was the first graduating class at the service academy in which gay students could be open about their sexuality after repeal of the military's "don't ask, don't tell" policy.

Future of U.S. Navy Fleet

Undersecretary Robert Work spoke about the future of the U.S. Navy's surface combat fleet. He focused on budgetary constraints and proposals to reduce the size of the surface combat fleet. One proposal under consideration would reduce the surface fleet by one aircraft carrier, six frigates, and four cruisers. He also talked about development of a littoral combat ship (LCS).
LCS designs are slightly smaller than the US Navy's guided missile frigates, and have been likened to corvettes of other navies. The ships have the capabilities of a small assault transport with a flight deck and hangar large enough to base two helicopters, the capability to recover and launch small boats from a stern ramp, and enough cargo volume and payload to deliver a small assault force to a port facility.
