Ms. Dunbar-Ortiz argued that the war on terrorism began long before the September 11, 2001 attacks and compares the foreign policy of Ronald Reagan to the present administration. Professor Dunbar-Ortiz read passages from her memoirs, talked about the history of the region, and answered questions from members of the audience. The U.S. has pledged $541 million to Nicaragua following the election of President Chamorro, but only $207 has been dispersed, mainly to reform Nicaragua's banking system and to aid development of private industry. The Nicaraguan president asked Congress for additional financial aid to support her country's economy and to "rise from the ashes of previous dictatorships." She emphasized, however, her administration's distance from totalitarianism, and said Nicaragua would not allow the transportation of arms outside of the country. The president delivered her speech in Spanish, with an interpreter repeating her sentences in English between pauses in her speech.
