      <title>Book Discussion on [Blood on the Border:  A Memoir of the Contra War]</title>
      <description>Roxanne Dunbar-Ortiz talked about her book [Blood on the Border:  A Memoir of the Contra War], published by South End Press. In this, the third volume of her memoirs, the author recounts the Contra War in Nicaragua. She spent months at a time in Central America throughout the 1980s and witnessed the effect in several regions of civilian casualties due to CIA-trained contra soldiers. Ms. Dunbar-Ortiz argued that the war on terrorism began long before the September 11, 2001 attacks and compares the foreign policy of Ronald Reagan to the present administration. Professor Dunbar-Ortiz read passages from her memoirs, talked about the history of the region, and answered questions from members of the audience.
 
 Roxanne Dunbar-Ortiz, historian and activist, has written on Native American history in the U.S. and Nicaragua. Her talk, "Sandinistas, Miskito Indians, and the Contra War:  A Case Study in the History of Nationalism, Indigeneism, and U.S. Imperialism in Latin America" was sponsored by the Tenneco Lecture series in conjunction with the History Department and the Latin American Studies Program.</description>

      <title>Nicaraguan Presidential Address</title>
      <description>Nicaraguan President Chamorro spoke before a joint session of Congress on her country's new democracy. President Chamorro was elected to the Nicaraguan presidency in February 1990 over President Ortega, and is on a three day state visit to Washington, DC. The U.S. has pledged $541 million to Nicaragua following the election of President Chamorro, but only $207 has been dispersed, mainly to reform Nicaragua's banking system and to aid development of private industry. The Nicaraguan president asked Congress for additional financial aid to support her country's economy and to "rise from the ashes of previous dictatorships."  She emphasized, however, her administration's distance from totalitarianism, and said Nicaragua would not allow the transportation of arms outside of the country. The president delivered her speech in Spanish, with an interpreter repeating her sentences in English between pauses in her speech. Congress received President Chamorro with enthusiastic applause.</description>

Kempe's theme is that the U.S. started the relationship in 1960 without thinking of the consequences. "The United States created the problem that we later had to correct with an invasion."  He discussed researching Noriega's early childhood and getting access to the Panamanian dictator's inner circle. Kempe compared his book to the book [Our Man In Panama], written by John Dinges, that was published at the same time. Both were published shortly after the December 1989 U.S. invasion of Panama.</description>
