Topics included Ambassador James Dobbins, the U.S. representative at the December 2001 Bonn Conference where the international community determined to end the conflict in Afghanistan, speaking on inadequate forces and resources; Rajiv Chandrasekaran, who reported from Afghanistan and Iraq, saying that the U.S. squandered the first year of President Obama's surge; and Colonel Gian Gentile, a former Army Combat Unit Commander in Baghdad, on why U.S. strategy in Afghanistan and Iraq did not work. They responded to questions from members of the audience.

The witnesses were questioned about their experiences. General Austin, former commander of U.S. forces in Iraq, said that he finds recent developments in that country "very troubling." . He also expressed support for maintaining a large Afghan security force and warned about potential consequences of budget cuts. Among other issues, General Rodriguez commented on weapons proliferation out of Libya.</description>

      <description>Special Inspector General for Afghanistan Reconstruction (SIGAR) John Sopko talked about the specific goals of the inspector general and outlined seven key questions facing the U.S. concerning the future of Afghanistan reconstruction efforts. His quarterly report, released on January 30, 2013, showed that the U.S. government has appropriated almost $90 billion to rebuild Afghanistan was critical of how that money was spent, including over $7 million on a largely unused building for the Afghan police and nearly $1 billion in fuel possibly purchased from Iran. Special Inspector General Sopko responded to questions from members of the audience.</description>

      <title>Defense Department Budget</title>
      <description>Secretary of Defense Leon Panetta and Joint Chiefs of Staff Chair Martin Dempsey briefed reporters. Secretary Panetta focused on the upcoming $500 billion budget cut under the delayed sequestration plan and said the prospect of the sequestration was "undermining the ability to manage" the department. He laid out specific reductions he would have to make if the budget cuts occur at the beginning of March 2013. Other topics included Afghanistan President Hamid Karzai's visit to the U.S. and President Obama's nomination of former Senator Chuck Hagel for defense secretary.
"Sequestration," a legal procedure in which automatic budget cuts are triggered, was agreed to in the Budget Control Act of 2011. The budget cuts and simultaneous automatic tax increases would have created a "fiscal cliff" if they took effect January 2013. The sequestration date was delayed until March 2013 as part of a "fiscal cliff" agreement.</description>
