Japan's 2011 Earthquake

Scientific, business and government leaders examined the impact of the 2011 earthquake off the coast of Japan that triggered a series of events from tsunami to the meltdown of Fukushima nuclear power plant. Topics included business recovery and the use of nuclear power.
"Japan 2011: Cascading Disasters" was a plenary session of 13th National Conference on Science, Policy and the Environment, titled "Disasters and Environment: Science, Preparedness, and Resilience," held for three days in the Ronald Reagan Building by the National Council for Science and the Environment.

Lessons Learned from the Fukushima Dai-ichi Nuclear Accident

Participants spoke about lessons learned from the Fukushima Dai-ichi nuclear power plant accident in Japan. Critics of the Nuclear Regulatory Commission (NRC) spoke directly to commissioners, saying the agency was too cozy with the industry, and had not done nearly enough to implement new safety recommendations in the wake of the 2011 Japanese earthquake, tsunami, and subsequent power plant accident. The NRC meeting also included speakers from the nuclear power industry, who said the industry would meet its deadlines for the highest priority recommendations.

Review of Nuclear Regulatory Commission after Disasters in Japan

The Nuclear Regulatory Commission (NRC) established a task force to review U.S. nuclear plant regulations in the wake of the Japanese Nuclear accident at the Fukushima Daiichi plant. Documents released in advance of the meeting indicated that the task force believed U.S. nuclear plants had good emergency procedures and remained safe. The meeting came days after the [New York Times] reported that some critics of the NRC believed it had too close of a relationship with the nuclear industry. This was a preliminary meeting, and the task force's final report to the commission was due in July.

Lessons from Japan Nuclear Plant Crisis

Officials and others testified at a hearing on lessons that could be taken from the Fukushima Daiichi nuclear plant crisis in Japan. They said the situation at Japan's damaged nuclear power plant was "static" and that the key to long-term stability at the facility was to provide a reliable ability to cool the reactors and spent fuel pools. Earlier in the day Japanese officials raised the severity rating of their nuclear crisis to a level on par with the 1986 Chernobyl disaster in the former Soviet Union; considered the worst nuclear disaster in history.

He also talked about a new study on Chernobyl. It suggested that as many as 1 million people had died because of the explosion at the Soviet-era plant 25 years ago.

In his remarks he said Japanese nuclear plant emergency workers could face lethal doses of radiation. He noted that the U.S. was also recommending that any American within a 50 mile radius of the plant in Japan evacuate the area.

Three Mile Island Anniversary

Panelists talked about the incident at the Three Mile Island nuclear power plant. On March 28, 1979, a combination of equipment malfunctions, operator errors, and design flaws led to the most serious nuclear accident in American history. The accident occurred when a loss of coolant flow to the reactor core resulted in a partial core meltdown and the release of a small amount of radiation into the environment. Mr. Glass moderated the discussion. Following prepared remarks, the panelists responded to questions from the moderator and the audience.

This event was held on the 25th anniversary of the Three Mile Island accident.

Book Discussion on [Three Mile Island]

Mr. Walker talked about his book, [Three Mile Island: A Nuclear Crisis in Historical Perspective], published by University of California Press. This accident on March 28, 1979, remains the worst accident in the history of commercial nuclear power in the United States. During his talk, he described his motivations for writing the book, as well as the difficulties of capturing the complexities of the disaster in an interesting and understandable way. He described the events before, during, and after the Three Mile Island accident. Mr. Walker offered insights into the decision-making process of officials and the impact of the media on public perceptions of the event. He also discussed the effect of Three Mile Island on the future of nuclear power and nuclear power plant regulation. Mr. Walker was interviewed by Mr. Stine and also responded to questions from members of the audience.
This "Meet the Author" event was part of a commemoration at the National Museum of American History of the 25th anniversary of the disaster.

Nuclear Power Plant Safety and Security

Ms. Howard talked about the safety and security of nuclear power plants. She discussed nuclear power generation in the United States and the accident at the Three Mile Island nuclear plant. Approximately 20 percent of U.S. power is provided by nuclear plants. Ms. Howard spoke in very general terms about the increases in security following the September 11, 2001 terrorist attacks. She responded to audience telephone calls, faxes, and electronic mail.

March 28, 2004 was the 25th anniversary of the beginning of the accident at the Three Mile Island nuclear power plant. Though the accident was ultimately contained, the scare prompted a major overhaul of nuclear power plant design, regulation, and operating procedures.

Chernobyl: Five Years Later

Exactly five years ago, on April 26, 1986, the Chernobyl nuclear power plant fire resulted in the release of radioactive material. The plenary session served to commemorate those who died and suffered from the accident and called for a world-wide abandonment of nuclear power as an energy source. Soviet Olympic champion Korbut and other speakers described their personal experiences and involvement with the Chernobyl assistance and anti-nuclear power movements.

The Conference for a Nuclear-Free 1990s called the Chernobyl fire the worst industrial accident of the modern age. The plant is located in the Soviet Ukraine. The accident was amplified by the Soviet Union's secrecy when the accident occurred and their poor power plant designs which are not used by other countries employing nuclear power.
