Investigation of Senate Leak of FBI Report

In this excerpt, the U.S. Senate debated over how to respond to leaks of secret Senate documents. The issue before the Senate was a proposal put forth by California Senator John Seymour. Last week, on the floor of the Senate, the junior Republican member called for a 30-day FBI probe into the release of confidential documents during the Senate's consideration of the Thomas Supreme Court nomination. On Thursday, Senator Seymour announced that he had drafted an amendment regarding his FBI. investigation request, a measure which he hoped to attach to an upcoming bill. Today, during consideration of S. 596, a bill dealing with the disposal of hazardous wastes, Senator Seymour offered his amendment. For about an hour, the Senate engaged in debate over that measure, and over a counter resolution offered by Senate Majority Leader George Mitchell, which would appoint a special prosecutor to investigate all disclosures of confidential senate reports. The Senate passed the Mitchell resolution by a vote of 86 to 12. Members then went on to defeat the Seymour amendment 43 to 55.

Thomas Confirmation Hearings

Several members of Congress spoke during the International Women's Forum's annual conference in Washington, DC on current issues, including issues of international and domestic politics. Sen. Bradley, member of the Senate Select Intelligence committee, spoke on the change in American leadership that would be necessary due to the changes in the global political situation following the end of the Cold War. Sen. Simpson, member of the Senate Judiciary committee, discussed legislation currently before the Senate and the recent Supreme Court confirmation hearings of U.S. Court of Appeals Judge Clarence Thomas. Sen. Simpson said that while he understood the portrayal of the members of the Judiciary Committee during the confirmation hearings as insensitive louts, he felt the extremists on all issues were directing public argumentation in American society. He said he would take his criticism under consideration, and appealed for a higher level of discourse in American political life.

Confirmation Process Reform

President Bush addressed an audience at the Museum of American History on the confirmation process, approximately two weeks after the reopened Supreme Court confirmation hearings for U.S. Court of Appeals Judge Clarence Thomas. President Bush called upon Congress to change the confirmation process, and named a number of proposals to reform the process. He was harshly critical of whoever leaked a confidential F.B.I. report regarding sexual harassment charges against Judge Clarence Thomas. One of Mr. Bush's proposals would restrict Congress' access to F.B.I. reports like the one concerning the judge. The president also urged Congress to appoint a special counsel to find out who leaked the information.

Investigation into Leaked FBI Information

Sen. Seymour spoke on the floor of the Senate on legislation that would start an investigation into the leaking of confidential FBI material on sexual harassment charges against Supreme Court nominee Clarence Thomas by a Senate member or Senate staff member. The leaked material led to the postponement of the Senate's confirmation vote on Judge Thomas while additional confirmation hearings were held to investigate the charges.

Thomas Confirmation Vote Debate

The Senate continued debate on the nomination of Judge Clarence Thomas to be an Associate Justice of the United States Supreme Court, and then confirmed Judge Thomas on a 52 to 48 vote. The Senate had originally planned to vote on the nomination one week ago, but the vote was postponed in the face of allegations by Anita Hill, a former assistant, who claimed that Judge Thomas had sexually harassed her ten years ago. Over this past weekend, the Senate Judiciary Committee held three days of hearings on the allegations. The committee heard testimony from Judge Thomas and from Ms. Hill, a University of Oklahoma Law School professor who worked for him in the Department of Education and the Equal Employment Opportunity Commission. Clarence Thomas is currently a judge on the U.S. Court of Appeals for the District of Columbia. He was nominated by President Bush on July first. On September 27th, the Senate Judiciary Committee voted 7 to 7 on the question of whether to give a favorable recommendation to the Senate on the nomination. After that tie vote, the committee voted 13 to 1 to send the nomination to the Senate floor without a recommendation. The Judiciary Committee had held eight days of hearings on the nomination before those votes.
