      <title>FBI Oversight and Fiscal Year 2014 Budget</title>
      <description>FBI Director Robert Mueller testified at an oversight hearing of his agency and its fiscal year 2014 budget request. He said the FBI was looking at the failure to follow up on information that one of the Boston Marathon bombers had travelled to Russia and back in 2012, and that the lack of follow-up was likely due to the fact that the initial inquiry into Tamerlan Tsarnaev had been closed. He said the FBI has an excellent working relationship with Boston authorities. He also talked about the potential impact of sequestration, saying agents can expect to be furloughed with cuts totaling $700 million in fiscal year 2014.</description>

He said the ability to intercept communications with a court order was becoming obsolete. Topics included the Supreme Court's decision in the Jones case in the previous term, "going dark," and cyber security initiatives. He responded to questions from members of the audience.

      <title>FBI Fiscal Year 2014 Budget Request</title>
      <description>Robert Mueller testified on the fiscal year 2014 budget request for the Federal Bureau of Investigation and provided details on the effects of sequestration on his agency. Topics included terrorist and cyber threats against the U.S.,the FBI's involvement in gun background checks, the arrest of Osama Ben laden's son-in-law, and DNA testing. 
"Sequestration," a legal procedure in which every federal agency has the same percentage of its budget taken back in order to cut deficit spending, was agreed to in the Budget Control Act of 2011 and began March 1, 2013.</description>

      <title>Operation Fast and Furious Report</title>
      <description>Michael Horowitz testified on the findings in the Department of Justice Inspector General's report on the FBI's "Fast and Furious" operation. He described a series of missteps and failures that led to the use of gun walking during two arms smuggling investigations. He said Attorney General Eric Holder first learned about the tactic from Congress, noting that other Justice Department officials either failed to recognize warning signs or did not share information when they should have. 
"Fast and Furious" was a government gun smuggling sting operation run by the Bureau of Alcohol, Tobacco, Firearms and Explosives between 2009 and 2010 with the goal of bringing arms smuggling charges against Mexican drug cartel members. "Gun walking" was an investigative technique in which weapons were allowed to be smuggled across the Mexican border, with the intent of making arrests later.</description>

      <title>Book Discussion on [Leak: Why Mark Felt Became Deep Throat]</title>
      <description>Commemorating the 40th anniversary of the June 17, 1972, Watergate break-in, historian and researcher Max Holland talked about his book, [Leak: Why Mark Felt Became Deep Throat]. In the book he critiques the view of FBI Associate Director Mark Felt presented by Bob Woodward. Using the Woodward and Bernstein papers at the University of Texas, Mr. Holland argues that contrary to popular notions, Mark Felt selfishly used journalists to discredit FBI director L. Patrick Gray in the hope that he would be appointed to the top spot; and that President Nixon's resignation was an unintended consequence. Mr. Holland also compares the Woodward and Bernstein book [All the President's Men] to their original reporting notes, and he argues that they changed key information. Mr. Holland used slides as he spoke and responded to questions from members of the audience at the Kansas City Central Library.</description>

He revealed secretly taped conversations FBI Director J. Edgar Hoover had with Presidents Kennedy, Johnson, and Nixon. He wrote about the agency's predominantly illegal secret intelligence and surveillance techniques such as wire-tapping, break-ins, and burglaries. He researched recently declassified documents that included Mr. Hoover's personal intelligence files. He scrutinized over 200 oral histories of current and former FBI agents. 
In this interview Mr. Weiner discussed his early career as a reporter, including his [Kansas City Times]' coverage of the 1981 collapse of an atrium skywalk at the Hyatt Hotel, which won him and his team a Pulitzer Prize. His second Pulitzer was received for investigative journalism on black budget spending while employed by the [Philadelphia Inquirer].</description>

      <title>Federal Bureau of Investigation Oversight</title>
      <description>FBI Director Robert Mueller testified about bureau operations and programs, including mortgage fraud investigations, the terror alert system, counterterrorism operations, health care and Medicare fraud, and the results of an inspector general's report.
In his testimony he addressed recent news media reports about persistent feuding between the Federal Bureau of Investigation and Bureau of Alcohol, Tobacco, Firearms, and Explosives, despite repeated efforts by the Justice Department to settle the conflict. The reports found the conflicts have led agents to race each other to crime scenes, withhold information from each other, and refuse to train together. He also talked about efforts to resolve the problems.</description>

      <title>Book Discussion on [In Nixon's Web]</title>
      <description>Ed Gray talked the book he co-wrote with his father, [In Nixon's Web: A Year in the Crosshairs of Watergate], published by Times Books. Ed Gray completed the memoir after his father, L. Patrick Gray III, died on July 6, 2005. Mr. Gray showed slides throughout his presentation. Then he responded to questions submitted by members of the audience.
In his memoir, L. Patrick Gray, III, the second director of the Federal Bureau of Investigations  (May 1972-April 1973), recounted his tenure and his knowledge of the Watergate scandal. Mr. Gray decided to write his recollections following the disclosure of Mark Felt's identity as "Deep Throat" in 2005. The former FBI director claims the Nixon administration wanted to marginalize him after it became apparent that he would not lie to protect them and contended that "Deep Throat" could not have been one person.</description>

      <title>Terrorist Watch List</title>
      <description>A portion of the House Committee on Homeland Security was shown. The hearing focused on the progress and pitfalls of the Terror Watch List (TWL).
 
 Representatives Bennie Thompson and Dave Reichert delivered opening remarks. 
 
 Glenn Fine talked about attempts to consolidate and stream line the TWL. He advocated an increased effort in accuracy for the TWL. He also talked about policy options that would reduce misidentifications with the TWL.
 
 Eileen Larence talked about the creation of the TWL and the process used in its implementation. She spoke on the methods used by security forces to add or remove names on the TWL. 
 
 Leonard Boyle talked about the functions of the Federal Bureau of Investigation (FBI) Terrorist Screening Center. He spoke on the methods that visa screeners could use to determine the threat of an individual to national security. He also spoke on the actions of the FBI in increasing the accuracy of the list.
 
 Kathleen Kraninger talked about the levels of scrutiny used to determine the ability of an individual to enter the United States. She talked about the methods that a traveler can go through to appeal having been listed on the TWL.
 
 The panelists answered questions from the Representatives.</description>

      <title>Federal Bureau of Investigation Oversight</title>
      <description>The House Judiciary Committee held an oversight hearing on the use of National Security Letters by the Federal Bureau of Investigation. 
 
 In response to a question by Representative Jackson, Mr. Mueller contradicted sworn testimony made by Attorney General Ashcroft to the Senate Judiciary Committee. Director Mueller said that there were disagreements within the Justice Department and FBI over the continuation of the terrorist surveillance program and the legal basis for the program which was discussed among White House officials, law enforcement, and congressional members in March 2004. Attorney General Ashcroft had said that the disagreement was over other intelligence matters.</description>

      <title>After Words with Kenneth Ackerman</title>
      <description>Kenneth Ackerman talked about his book [Young J. Edgar: Hoover, the Red Scare, and the Assault on Civil Liberties], published by Carroll and Graf. In his book Mr. Ackerman examined the early career of J. Edgar Hoover. Mr. Hoover began his career as a twenty-four-year-old assistant to Attorney General A. Mitchell Palmer where he played an influential role in the undertaking of the 'Palmer Raids.'  J. Edgar Hoover would escape from the aftermath of the 'Palmer Raids' unscathed and in 1924 became the head of the Federal Bureau of Investigation, a position he held until 1972.
 
 
 Kenneth Ackerman was the author of several books on U.S. history including, [Dark Horse: The Surprise Election and Political Murder of President James A. Garfield]. 
 
 Joan Biskupic was the Supreme Court correspondent for [USA Today]. She was the author of [Sandra Day O'Connor: How the First Woman on the Supreme Court Became Its Most Influential Justice], published by Ecco.</description>

      <description>Ann Hagedorn talked about her book, [Savage Peace: Hope and Fear in America, 1919], published by Simon and Schuster. She described America in 1919 as a country recovering from World War I and from the world-wide flu pandemic. Instead of the hope of peace, a fear of Bolshevism swept the country and led to a greater surveillance of the citizenry and diversion of criticism of the government. Ms. Hagedorn recounted a twenty-four-year-old J. Edgar Hoover's rise to the head of a new division of the Bureau of Investigation (the forbearer to the FBI). She focused on both the political and the social factors that shaped the year. After her presentation she responded to audience members' questions.</description>
