      <title>Communicators at the Consumer Electronics Association Tradeshow</title>
      <description>Representatives from several technology start-up and established companies talked about their newest devices to members of Congress and their staff attending the Consumer Electronics Association technology fair. Some of these devices included a company that recycles cell phones and pays the owners for them on the spot from a kiosk; another that prevents cell phone use while driving; and still another is a company begun by Iraq war veterans with software intended to widen benefits for veterans.
The fair was held at the Rayburn House Office Building.</description>

      <title>Marc Zwillinger on Electronic Communications Privacy Act</title>
      <description>Marc Zwillinger, an attorney specializing in information security, talked about the Electronic Communications Privacy Act (ECPA). The act was written in 1986 to provide more privacy for e-mails and other electronic communications. He discussed efforts in Congress to update the statute and the concerns of Congress, federal investigators and privacy advocates. Mr. Zwillinger argued that technology has made the law outdated. He pointed out that under the current law investigators can gain access to any e-mail older than 180 days without a search warrant. He responded to telephone calls and electronic communications.
A video clip was shown of a House Judiciary Subcommittee hearing on March 19, 2013.</description>

He said the ability to intercept communications with a court order was becoming obsolete. Topics included the Supreme Court's decision in the Jones case in the previous term, "going dark," and cyber security initiatives. He responded to questions from members of the audience.
"Legal Challenges Posed by New Technologies" was the speech at an American Bar Association Standing Committee on Law and National Security luncheon program at the National Press Club.</description>

      <title>Book Discussion on [Exploding the Phone]</title>
      <description>Phil Lapsley talked about his book, [Exploding the Phone: The untold Story of the Teenagers and Outlaws Who Hacked Ma Bell], in which he presents a history of the phone system and a flaw in its operation that allowed hackers or "phone phreaks" to make free, long-distance phone calls through the use of a "blue box," a device that mimicked tones used by AT&amp;T. The use and distribution of the blue boxes was heralded by phone phreaks, including future Apple Computers co-founders Steve Wozniak and Steve Jobs, who built and sold the devices. Phil Lapsley spoke at Book Passage Bookstore in San Francisco.</description>

They agree that changes were needed to address technology and national security threats but that any reforms should also protect civil liberties.

The Library of Congress recently accepted the papers of Clay T. Whitehead, who many credit as a visionary who helped create the modern telecommunications industry, first as a member of the Nixon administration and then as an entrepreneur. Mr. Whitehead led government efforts in the 1960s and 1970s to deregulate telecommunications and break up communications monopolies such as the Bell companies, paving the way for cable TV, cell phones, and other now widely used technologies.</description>

      <title>Rural Telecommunications</title>
      <description>Telecommunications experts and scholars talked about access to high-speed data networks in rural communities. Hanns Kuttner began the discussion with a slide presentation of his study, "Broadband for Rural America: Economic Impacts and Economic Opportunities." Afterward, the panelists in their reaction to the study agreed that rural areas were likely to fall behind the rest of the country unless significant changes in government policy were made. Larry Thompson, an engineer and consultant, said that rural customers would be forced to pay more for broadband unless there was an effort similar to the depression-era program that extended telephone service to most of the country. They discussed the economic implications of a lack of broadband service. The panelists also responded to questions from members of the audience at the Hudson Institute. This joint economic summit on "The Future of Rural Telecommunications" was co-sponsored by the Foundation for Rural Service.</description>
