      <description>Marc Zwillinger, an attorney specializing in information security, talked about the Electronic Communications Privacy Act (ECPA). The act was written in 1986 to provide more privacy for e-mails and other electronic communications. He discussed efforts in Congress to update the statute and the concerns of Congress, federal investigators and privacy advocates. Mr. Zwillinger argued that technology has made the law outdated. He pointed out that under the current law investigators can gain access to any e-mail older than 180 days without a search warrant. He responded to telephone calls and electronic communications.

The Library of Congress recently accepted the papers of Clay T. Whitehead, who many credit as a visionary who helped create the modern telecommunications industry, first as a member of the Nixon administration and then as an entrepreneur. Mr. Whitehead led government efforts in the 1960s and 1970s to deregulate telecommunications and break up communications monopolies such as the Bell companies, paving the way for cable TV, cell phones, and other now widely used technologies.</description>

      <title>Rural Telecommunications</title>
      <description>Telecommunications experts and scholars talked about access to high-speed data networks in rural communities. Hanns Kuttner began the discussion with a slide presentation of his study, "Broadband for Rural America: Economic Impacts and Economic Opportunities." Afterward, the panelists in their reaction to the study agreed that rural areas were likely to fall behind the rest of the country unless significant changes in government policy were made. Larry Thompson, an engineer and consultant, said that rural customers would be forced to pay more for broadband unless there was an effort similar to the depression-era program that extended telephone service to most of the country. They discussed the economic implications of a lack of broadband service. The panelists also responded to questions from members of the audience at the Hudson Institute. This joint economic summit on "The Future of Rural Telecommunications" was co-sponsored by the Foundation for Rural Service.</description>
