Mr. Fugate warned that budget constraints would make it difficult to get federal aid after a disaster. He emphasized the need for local communities to have better tools to manage risk. 
These were the opening keynote addresses of 13th National Conference on Science, Policy and the Environment, titled "Disasters and Environment: Science, Preparedness, and Resilience," held for three days in the Ronald Reagan Building by the National Council for Science and the Environment.</description>

      <description>The House Financial Services Subcommittee on Insurance, Housing and Community Opportunity held a hearing on the National Flood Insurance Program. The program insures more than 5.5 million houses in the U.S., but is more than $18 billion in debt and has been unstable since the hurricanes of 2004 and 2005. 
Federal Emergency Management Agency Administrator Craig Fugate was scheduled to appear at the hearing but could not, due to the 8.9 earthquake and tsunami that struck Japan earlier in the morning and the subsequent tsumani threat to Hawaii and the west U.S. coastline.</description>

      <title>Book Discussion on [The Medical Malpractice Myth]</title>
      <description>Tom Baker talked about his book [The Medical Malpractice Myth], published by University of Chicago Press. In the book he argues that the real problem with America's medical liability system is too much medical malpractice rather than too much litigation and that recent rises in medical malpractice insurance premiums were caused by economic cycles instead of increasing claims. He criticizes proposed and implemented liability reforms and offers an alternative in the form of evidence-based medical liability reform that seeks to decrease the incidence of malpractice and also protect doctors from rising premium costs.
 
 Following his remarks, Professor Baker was joined in debate by a panel moderated by Professor Klick.  On August 26, 2005, the panel held a meeting on "Assessing Progress, Advancing Change:  Challenges in Cancer Survivorship."  During the morning session, Mr. Leslie moderated a roundtable titled "Research Issues in Adolescents and Young Adults (AYA)."  
 
 Participants, including 7-time Tour de France winner Lance Armstrong, addressed issues and recommendations regarding cancer survivors diagnosed as young adults. They talked about the challenges involved in surviving cancer, access to health insurance for cancer survivors, treatment costs, and proposals to improve services.
