      <description>Francis Collins testified on the fiscal year 2014 budget request for the National Institutes of Health (NIH). He used computer displays during his testimony. The directors of five NIH subsidiary institutes also testified. Topics included the difficult choices presented by budget cuts and the importance of the dissemination of publicly-funded research as well as the risks of its misuse. Also discussed was the Obama administration's BRAIN Initiative (Brain Research through Advancing Innovative Neurotechnologies, also referred to as the Brain Activity Map Project). Dr. Collins said that it was too early to know the cost of the initiative but the science could lead to innovations in brain diseases like Parkinson's and Alzheimer's and new treatments for traumatic brain injuries.</description>

      <description>Every year since 2006, C-SPAN invited students to take part in a StudentCam video documentary competition and join in on the debate over the nation's public policy issues. The theme for 2013 was, "What's the most important issue the president should consider in 2013?" Out of more than 3,500 participants, five students earned top honors. Three of them participated in a roundtable discussion of why they chose their particular issue and more specifically why President Obama should make it his top priority. Two of the the students had chosen the economy as an issue, which was the top issue among all StudentCam entries. Josh Stokes won the grand prize with his video, [Unemployment in America]. Alan Shimp won first place in the high school section with his video, [Free Candy]. Parin Bhaduri, with his partners, Austin Hoag and Nalin Varma, won first place in the middle school section with their video, [Public Transportation in the Nation]. Their videos were shown.</description>

C-SPAN Classroom's StudentCam video documentary contest was an annual national competition in which middle and high school students produced a documentary on a specific theme.*In the 2013 contest participants were asked to send a message to the president on the issue they consider most important in 2013.</description>

      <title>FAA and Sequestration Spending Cuts</title>
      <description>Republican representatives spoke to reporters about the impact of flight delays as a result of sequestration budget cuts to the Federal Aviation Administration. House Republican Conference Chair Cathy McMorris-Rodgers called on the Obama administration and the FAA to end the flight delays. House Transportation and Infrastructure Committee Chairman Bill Shuster said the FAA had the flexibility to avoid employee furloughs. 
"Sequestration," a legal procedure in which every federal agency has the same percentage of its budget taken back in order to cut deficit spending, was agreed to in the Budget Control Act of 2011 and began March 1, 2013.</description>

The local cable company was Comcast. 
C-SPAN Classroom's StudentCam video documentary contest was an annual national competition in which middle and high school students produced a documentary on a specific theme.*In the 2013 contest participants were asked to send a message to the president on the issue they consider most important in 2013.</description>
