To back his claim, he cited the growing Hispanic population and the decreasing influence of religion. Michael Barone agreed with Mr. Teixeira, but concluded instead that demographics of the preceding decade would not necessarily continue in the same direction. He pointed out that following very successful 2010 elections, Republicans were in the strongest position on redistricting than at any time in modern history, but this is also the first time a Democratic president and Justice Department were in place during redistricting since the Kennedy administration. Ms. Perez called for transparency in redistricting and explained Civil Rights Act minority district issues. She responded to telephone calls and electronic communications.

      <description>Commerce Secretary Gary Locke and Census Bureau Director Robert Groves released the first set of 2010 Census data. Secretary Locke in his remarks said that the Census was completed on time and under budget. The overall U.S. population grew 9.7 percent to 308.7 million, with growth continuing to be concentrated in the Southern and Western regions of the country. Nevada grew the most, up 35.1 percent from 2000. Ten states lost representatives in the House of Representatives, and eight states gained representatives, with Texas gaining the most.</description>

      <title>Congressional Redistricting</title>
      <description>Gerald Herbert talked efforts to change the process of redrawing congressional district lines each decade following the decennial census. Currently, most states grant the power to draw new lines to governors and state legislatures, who are often accused of "gerrymandering," or drawing the new lines to meet partisan goals. Mr. Herbert discussed proposals to change this system, including proposed congressional legislation known as the Fairness and Independence in Redistricting (FAIR) Act, which would require states to establish an independent, bipartisan redistricting commission to redraw district lines in the next decade.       <title>Census Director Nomination</title>
      <description>The Homeland Security and Governmental Affairs Committee held a hearing on the nomination of Robert M. Groves to be the Department of Commerce Census Director. He was introduced by Michigan Senator Carl Levin.
 
 Mr. Groves ruled out the use of sampling methods for the 2010 Census but also said that he remains worried about fixing a persistent undercount of hard-to-reach populations, typically minorities living in dense areas. Under questioning, he also made clear that he would not tolerate political interference either from congressional Republicans or the White House and will step down from his post if necessary.</description>

      <title>Congressional Redistricting and 2006 Election</title>
      <description>Stuart Taylor moderated a panel discussion on ways in which the 2006 election results will be affected by congressional redistricting. Panel members explained that the 'gerrymandering' of some districts is designed to provide an electoral advantage to certain political parties and incumbents, or to disadvantage racial groups. Topics included the negative aspects of "safe" congressional seats, uncompetitive elections, extreme partisan polarization, incentives for gerrymandering, and the significance of black majority districts. They predicted a change to a Democratic majority in Congress after the November 7 elections. After the discussion the panelists responded to audience members' questions.
 
 This discussion is one of a series of Brookings Judicial Issues Forums on the polarization of American politics.

      <description>One of the third prize-winning videos, [Texas Redistricting:  The Controversy], was produced by Angie Thomas, a 12th grade student, Kyle Dolloff, an 11th grade student, and Courtney Butler, a 10th grade student at Stephenville High School in Stephenville, Texas. The video focused on the controversy over the changes to the legislative districts in Texas after the 2000 census.
 
 C-SPAN Classroom's StudentCam video documentary contest was a national competition in which middle and high school students produced a documentary exploring a current political topic using some C-SPAN footage and covering multiple viewpoints. The local cable company was Northland Cable.</description>

 On Friday, March 3, 2006 the U.S. Supreme Court class photo was taken.
 
 On Wednesday, February 1, 2006, in Cincinnati, Ohio, the Sixth Circuit Court of Appeals heard oral argument in [Cincinnati Women's Service v. Voinovich]. This case centers on a 1998 law signed by former Ohio Governor George Voinovich that requires women to meet face-to-face with a doctor to discuss the procedure, risks and alternatives to abortion. The law also requires that women under 18 seeking an abortion must get consent from a parent unless she can prove in juvenile court that she is mature enough to make a decision on abortion. The ruling by a U.S. District Judge that the law is constitutional was appealed.
 
 This program contains audio with still images of participants as they spoke. 
 
 On Wednesday, March 1, 2006, attorneys spoke to reporters on the steps of the U.S. Supreme Court following oral arguments in four Texas redistricting cases. The Court will decide if a 2003 district map redrawn by the Republican-led legislature is constitutional.</description>
