      <description>Witnesses testified about resuming live firing exercises on a U.S. Navy firing range on the island of Vieques in Puerto Rico. A presidential panel recommended that the military resume the exercises and that the range be shut down in five years. The panel also criticized the Navy for not addressing long-held grievances of the people of Vieques, saying the Navy was partially responsible for a 25 percent unemployment rate on the island. Governor Rossello opposed the reopening of the range.</description>
