In opening remarks, he remembered the victims of the Newtown elementary school shooting and honored several officials from that city. He advocated the need for creating safer communities, saying more guns was not the answer. Other topics included Connecticut's economy and budget, energy security, and response to Hurricane Sandy and winter storms. He said the federal government not providing storm aid was unacceptable.</description>
