Climate Change Legislation, Panel 4

Witnesses in a fourth panel of experts testified on the American Clean Energy Security Act of 2009. The proposed legislation would cut carbon dioxide and other greenhouse gases by 20 percent by 2020 and by 83 percent by mid-century. It further requires that utilities produce one quarter of their electricity from renewable sources by 2025. They focused on carbon market assurance programs, state roles in environmental protection, and regulations existing under the current Clean Air Act.

U.S. Policy on Greenhouse Gas Emmissions

Alden Meyer talked about the decision made during the week by the Environmental Protection Agency to postpone regulating greenhouse gas emissions. The EPA announced a 120-day period of public comment on the threat posed by global warming would precede any regulation. Mr. Meyer, who had just returned from the G-8 Summit in Japan, also discussed decisions made by world leaders on global warming. He responded to telephone calls and electronic mail.

After the guest left, more telephone calls were heard over live footage from the Kimmel Center for Performing Arts in Philadelphia while waiting for the start of the Centennial Meeting of The National Governors Association.

Air Quality Legislation

President Bush talked about his Clear Skies Initiative, designed to reduce pollution and create jobs. He argued that the present regulations provided a disincentive for companies to upgrade their equipment, something his proposal would fix. With new equipment incorporating the latest technology, companies could reduce pollution, operate more efficiently, hire more workers, and lower the cost of their products. The legislation would also impose limits on the production of certain pollutants.
