      <title>Drug Tests for Welfare Recipients</title>
      <description>Elizabeth Lower-Basch talked about consideration by 23 states to require drug tests for recipients of programs such as welfare, food stamps, or unemployment benefits. She discussed the unintended consequences, costs, and constitutional implications of the proposals, and she responded to telephone calls and electronic communications. Ms. Lower-Basch, who adamantly opposes the idea, in her arguments said that such a stipulation is "part of a trend to try to blame poor people for their situation," and that people who use libraries, mortgage deductions, or other public benefits are not drug tested as a prerequisite for receiving them.

      <title>Richard Nixon and the Origins of Welfare Reform</title>
      <description>A discussion was held of President Nixon's comprehensive plan to eradicate poverty by providing income assistance and helping millions find work. The Family Assistance Plan that President Nixon proposed on August 8, 1969, sought to replace the bureaucratic administration of assistance with direct cash payments to the poor. It was part of the president's efforts to restructure the federal government in an effort to reduce federal bureaucracies. Congress failed to agree on the proposal however and the legislation died in 1971. The discussion was illustrated by slides. The panel included several members of the Nixon administration and was moderated by Lee Huebner, former speechwriter for the Nixon White House. The panelists also responded to questions submitted by members of the audience.
"RN and the Origin of Welfare Reform" was the fifth of the "Richard Nixon Legacy Forums" held to celebrate the 20th anniversary of the Richard Nixon Library and Birthplace, now the Nixon Presidential Library and Museum. It was held at 1:30 p.m. June 6, 2010, in the Jack Morton Auditorium of the co-sponsor, George Washington University in Washington, D.C.</description>

In the only recent full-length biography of Jane Addams (1860-1935) she tells how starting in Chicago as a co-founder of the nation's first settlement house, Hull House, Jane Addams became a grassroots organizer and international activist who was awarded the Nobel Peace Prize in 1931. 
She was interviewed in the Digitally Lit Room II of the [Chicago Tribune] Printers Row Lit Fest. The program opened and closed with street scenes from the festival.</description>

      <title>Welfare and Tax Policy</title>
      <description>Moderated by Mr. Steuerle, a panel of experts discussed the topic, "Making Taxes and Welfare Work Together."  Panel members talked about a welfare system of roughly 85 overlapping federal tax and transfer programs providing cash, food, health care, and other benefits to low-income families that is uncoordinated, unnecessarily complicated, inequitable, and expensive to administer. In addition, as some low-income families make financial progress, higher taxes and benefit reductions can combine to discourage individuals from working more or improving their job skills. The panelists offered the possible solution of combining as many tax and welfare programs as possible into a comprehensive system of refundable tax credits. After their presentations, the panelists responded to audience members' questions.
 
 Professor Forman wrote the book, [Making America Work], published by Urban Institute Press.</description>

      <title>Book Discussion on [Flat Broke With Children:  Women in the Age of Welfare Reform]</title>
      <description>Sharon Hays discussed her book [Flat Broke with Children: Women in the Age of Welfare Reform], published by Oxford University Press. The book examines welfare reform from its enforcement in the welfare office to its effect on the lives of welfare recipients. According to statistics, over 90 percent of adults receiving assistance are mothers with dependent children. In researching the book, Ms. Hays devoted three years to visiting two welfare offices and their clients, one in a medium-sized town in the Southeast, another in a large, metropolitan area in the West. While reform has resulted in a steep decline in the welfare rolls--from 4.4 million families in 1996 to 2.1 million in 2001, Ms. Hays contends that the time limits imposed by welfare reform push millions of low skilled, mostly unmarried women into the labor market. They are usually qualified to accept only menial work for low wages, poor hours, and no benefits. Ms. Hays also points out that welfare reform reveals a contradiction about the meaning of work and family life in our society. She argues that our culture emphasizes traditional family values, yet the American ethic of "personal responsibility" requires that these women work, forcing them to leave their children in childcare or at home alone. After her remarks, Ms. Hays answered questions from members of the audience.</description>

He talked about growing up poor, the inspiration he received from his grandmother, and his eventual rise out of poverty. Mr. Carroll also discussed his current role as CEO and president of the Welfare to Work Partnership, an organization that helps people on welfare find employment. Mr. Carroll joined the Welfare to Work Partnership after a 22-year career with UPS, where he rose to the level of operations division manager. Following his talk he answered questions from members of the audience.</description>
