      <title>Fiscal Health of Federal Housing Authority (FHA)</title>
      <description>Housing and Urban Development Secretary Shaun Donovan, a Government Accountability representative, and housing experts testified at a hearing on the fiscal health of the Federal Housing Administration (FHA). The hearing arose because of an FHA report to Congress on its current budget situation, which revealed that if the housing market continues to worsen, the agency is at risk of needing federal help. Secretary Donovan in his testimony that the FHA is not in need of a bailout thus far. He added that the reserve fund is being monitored closely, risks are being assessed, and steps are being taken to protect taxpayers.</description>

The program changes the amount that borrowers can refinance and waives some fees. This comes as Freddie Mac has asked for an additional $6 billion in financing and Fannie Mae is asking for an additional $7.8 billion.       <title>Housing and Urban Development HOME Program</title>
      <description>Debbie Cenziper talked about her year-long [Washington Post] investigation of the Housing and Urban Development (HUD) Department's HOME program. The program provides federal funds to build affordable housing for low-income buyers. The investigation revealed 700 projects that have used $400 million in federal dollars yet are idling on HUD's books for months or even years. The [Post] further identified about 75 new projects that have been delayed, defunct, or built but not sold despite contractors having received all the federal funding for them.       <description>Shiela Bair and banking officials spoke about the state of the real estate market. In her remarks Chairman Bair said that the current "robo-signing" situation underscored the severity of the financial crisis and that much more was needed to revitalize real estate markets. 
Robo-signing refers to recent allegations that service providers were relying on shoddy documentation and skirting legal procedures, foreclosing on properties without sufficient authority, or even reading the relevant documents. These reports led three large money center banks to temporarily halt foreclosures and the sale of owned real estate as attorneys general called for a nationwide moratorium.</description>

He talked about the role that low interest rates and a push for home ownership played in the recent economic collapse in the U.S. He was joined by Mark Calabria, author of the article "Did Deregulation Cause the Financial Crisis?," in the July/August 2009 issue of [Cato Policy Report]. They used slides in their presentations and then responded to questions from members of the audience. 
"Diagnosing and Treating the Roots of the Financial Crisis" was a noon Capitol Hill Briefing given on Wednesday, September 2, 2009, by the Cato Institute in room B-339 of the Rayburn House Office Building.</description>

Professor Satter drew upon the records of her late father, Chicago attorney Mark Satter, to document the extent to which the decline of black neighborhoods into slums was caused by a widespread scheme of discrimination, greed, and the the racially biased credit policies of the nation's banking industry rather than the absence of African-American resources. She was interviewed by Eric Arnesen before responding to questions from members of the audience.
