      <title>Book Discussion on [Insult to Injury:  Responses to Intimate Abuse]</title>
      <description>Ms. Mills discussed her book, [Insult to Injury:  Rethinking our Responses to Intimate Abuse], published by Princeton University Press. Professor Mills asserts that current domestic violence strategies tend to overlook the individual needs of women in abusive relationships by ignoring racial, ethnic, and religious factors. Further, she claims that the criminal justice system may be exacerbating the problem and perpetuating the stereotype of women as helpless victims. She looks at the history of law enforcement in this field and the evolution of the current practices of mandated arrest that are politically sacrosanct. She argues that the accepted practices do not reflect the reality of the problem or address the needs of those involved. Professor Mills contends that women can be just as aggressive as men, and any child who endures abuse is more likely to become violent as an adult. She shows a video clip of her suggested approach, dubbed "restorative justice", which encourages dialogue in a group counseling setting in order to help couples learn strategies to prevent recurring violence. Following her presentation she answered questions from members of the audience.</description>

      <description>Mr. Shelman and Mr. Lazoritz spoke about their book [Out of Darkness:  The Story of Mary Ellen Wilson], published by Dolphin Moon Publishing. They talked about the life of Ms. Wilson the first child to be removed from her home for child abuse, and how people reacted to the issue. They also discussed the research they conducted for the book. Following their remarks, Ms. Reiniger talked about the work of the New York Society for the Prevention of Cruelty to Children. She also talked about the legal methods used to remove Mary Ellen Wilson from her home. Mr. Zawistowski talked about the mission of the American Society for the Prevention of Cruelty of Animals and their role in removing Mary Ellen Wilson from the home.</description>

The subcommittee is considering legislation which would allow women in state trials to present evidence and expert testimony concerning their abuse.       <description>While under suspension of the rules the House dealt with numerous measures. The Domestic Volunteer Service Act, H.R. 1312, was amended to extend through fiscal year 1992 certain authorities relating to national volunteer antipoverty programs. An amendment to H.R. 2087, the Child Abuse Prevention and Treatment Act was passed which would reauthorize funds for child abuse prevention through fiscal year 1991. H.R. 2088 was passed which revises and extends programs established in the Temporary Child Care for Handicapped children and Crisis Nurseries Act of 1986. It reauthorizes respite care for parents of disabled and chronically ill children.</description>

The Senate passed H.R. 1900, to reauthorize the Child Abuse Prevention and Treatment Act, the Adoption Opportunities Program and the the Family Violence Prevention and Services Act. The legislation is directed at reducing family violence and promoting the adoption of hard-to-place children. Also, the Senate passed the Independent Counsel Reauthorization Act, H.R. 2939. The bill limits the attorney general in seeking independent special prosecutors and extends the current law for five years.</description>
