      <title>Housing and Urban Development Fiscal Year 2013 Budget</title>
      <description>Secretary Shaun Donovan testified on the Housing and Urban Development Department's fiscal year 2013 budget. In his testimony he said the Federal Housing Administration would be able to meet requirements for the fund it uses to back its portfolio of government-backed home mortgages. The fund, which had been depleted by the housing crisis, would be replenished through increased fees and money from the recent settlement with big banks on home mortgage lending practices.</description>

      <title>Effectiveness of HUD Reform Act</title>
      <description>The subcommittee heard testimony on the 1989 Housing and Urban Development Reform Act, originally intended to reduce waste and fraud at the agency. Sect. Kemp, the author of the reform package, testified on the current status of the agency that was scandal-ridden under the leadership of previous Secretary Pierce. The reform act required public notice of the availability of HUD funds, the selection criteria for funding, all decisions made by the agency, and all waivers of regulations. It also required registration of all lobbyists concerning HUD decisions, and required funding to be distributed geographically on a needs-based fair share system, where funding is awarded to projects under local competition. The secretary's discretionary funds were replaced with special project funds for limited uses.</description>
