      <description>House Minority Leader Nancy Pelosi (D-CA) gave her weekly legislative briefing. She said she did not mind if HHS Secretary Sebelius solicits money from private donors to implement health care law.       <description>The employer coalition Catalyst for Payment Reform released their "National Scorecard on Payment Reform" which offers a method to measure the nation's progress toward reform of the health care payment system. Panelists discussed efforts to create a more value-oriented and efficient health care system. Speakers included executives from insurance companies that are experimenting with new systems that pay doctors based on the health of the patient rather than the number of services provided.
The "National Scorecard on Payment Reform" was released by Catalyst for Payment Reform (CPR) with support from The Commonwealth Fund and the California HealthCare Foundation at the Pew Charitable Trusts Conference Center.</description>

      <title>Health Care Costs</title>
      <description>Panelists talked about health spending and the potential for costs to increase as the population ages. Panelists argued that stabilizing health spending and targeting it in ways that ensure access to care would improve health outcomes and free up billions of dollars annually for economic and social investments in both the economy and workplace. 
Health spending as a share of GDP is nearly 18%, up from 14% in 2000 &amp; 5% in 1960. A report released by actuaries at the Centers for Medicare and Medicaid Services (CMS) found that health spending as a share of GDP remained steady at 17.9 percent from 2009 through 2011. Despite that stability, some analysts warn that as the economy improves and the population ages cost increases could again accelerate.</description>
