      <description>Gary Cohen testified about the Center for Consumer Information and Insurance Oversight's progress in building the state health insurance exchanges as called for in the health care law. He told committee members the exchanges were on schedule and ready to begin enrollment on October 1, 2013, with full implementation of the health care law on January 1, 2014. He also assured Republican members that the cost of health care premiums would go down over time but could not say whether or not premiums would go up in 2014.

The local cable provider was Comcast.
C-SPAN Classroom's StudentCam video documentary contest was an annual national competition in which middle and high school students produced a documentary on a specific theme. In the 2013 contest participants were asked to send a message to the president on the issue they consider most important in 2013.</description>

      <description>Governor Gary Herbert (R-UT) talked about his state's efforts to reform health care and ongoing disputes with the federal government over the 2010 health care law, the Affordable Care Act (ACA). He said that although he did not support the ACA, it was the law of the land and that states "must deal with it." He described Utah's health exchanges, based on a free marketplace with consumers deciding the coverage that works best for them. He outlined aspects of the ACA that Utah would not comply with, including not enforcing the individual mandate, administering Medicaid through the health exchange, and the tax credit through the exchange.</description>

      <title>Access to Primary Heath Care</title>
      <description>Physicians, nurses, and other health care industry officials testified on ways to increase Americans' access to primary care doctors. The Association of American Medical Colleges estimated that the U.S. would have a shortage of approximately 21,000 primary care physicians in 2015, with the shortfall projected to further increase as the number of primary care medical students continued to decline and 30 million Americans became eligible for heath care under the Affordable Care Act. Among the issues discussed were Medicare reimbursement rates, changing the culture of medical schools to encourage students into primary health care, and forgiveness of some of the medical school loan debt accrued by primary care practitioners.</description>

      <title>Health Care Costs</title>
      <description>Panelists talked about health spending and the potential for costs to increase as the population ages. Panelists argued that stabilizing health spending and targeting it in ways that ensure access to care would improve health outcomes and free up billions of dollars annually for economic and social investments in both the economy and workplace. 
Health spending as a share of GDP is nearly 18%, up from 14% in 2000 &amp; 5% in 1960. A report released by actuaries at the Centers for Medicare and Medicaid Services (CMS) found that health spending as a share of GDP remained steady at 17.9 percent from 2009 through 2011. Despite that stability, some analysts warn that as the economy improves and the population ages cost increases could again accelerate.</description>
