 A report issued recently by the District of Columbia Department of Health shows that 3% of the city's residents are infected with HIV, although officials believe the true figure is even higher. 1% is the typical threshold that constitutes a generalized and severe epidemic. The rate of new cases in D.C. is 11 times higher than the national average. An estimated one million people are currently living with HIV in the U.S., with approximately 40,000 new infections occurring each year. One third of them do not know they are HIV-positive.

      <description>Marvelyn Brown talked about and read from her book, [The Naked Truth: Young, Beautiful, and (HIV) Positive] (Amistad; August 19, 2008). She recounted her diagnoses as HIV Positive at the age of 19 and what she felt was the subsequent alienation by her family and community. According to the Center for Disease Control, HIV/AIDS is the leading cause of death for African-American women aged 25-34. Ms. Brown, now 24 years old, works with HIV/AIDS awareness groups to educate people about the disease. Following her presentation she answered questions from the audience.</description>

The role of political instability and poor economic development in the propagation of AIDS prevention campaigns was also discussed. One focus was Western misunderstandings about sexual practices in Africa. The panelists answered questions from members of the audience. The discussion, moderated by Jonathan Cohen of the Open Society Foundation, was one of the AIDS advocacy components of the Housing Works Bookstore's 10th anniversary celebration.

The bill is expected to be taken up by the House next week.</description>
