      <title>Arabian Peninsula States</title>
      <description>Arabian Gulf states scholars talked about the decline of American power. Kuwait University's Political Science Professor Abdullah Al-Shayji called the U.S. "a broken superpower" when describing its influence in the Arabian Gulf states. Panelists agreed that the East is rising in influence and Arab nations were looking more to Asia for economic interests. 
The 21st Annual Arab-U.S. Policymakers Conference was held by the National Council on U.S.-Arab Relations in the Ronald Reagan Building and International Trade Center.</description>

      <title>Congressional Delegation in Kuwait</title>
      <description>A U.S. congressional delegation visited the Middle East on an information-gathering trip. They arrived in Kuwait on January 20 and spent the day at meetings and on visits to different military and civilian sites. The delegation met with almost 20 Kuwaiti women political activists and potential candidates for office. Kuwaiti women had just obtained the right to vote in the upcoming 2007 parliamentary elections.
 
 Led by Rep. Ros-Lehtinen, the bipartisan group also included Reps. Lynch, Platts, and Gerlach. A C-SPAN video journalist accompanied them during their five-day visit to the region, as they traveled first to Kuwait for a day, then to Iraq for the next two days, and to Afghanistan for the final two days.</description>

Mr. Lehtinen, Rep. Ros-Lehtinen's husband, represented the [Miami Herald.]  A C-SPAN video journalist accompanied them during their five-day visit to the region, as they traveled first to Kuwait for a day, then into Iraq for two days, and then two final days in Afghanistan.
  
 Arriving in Kuwait on January 20, they spent the day at meetings and on visits to different military and civilian sites. At a meeting in Kuwait City with the editor in chief of [Al Rai Al Aam] newspaper they discussed the war in Iraq, the political situation in Kuwait, U.S.-Kuwait relations, terrorism, broader U.S. policy in the Persian Gulf region, efforts at democracy in the region, and U.S. interest in Middle Eastern oil. [Al Rai Al Aam] newspaper has the largest circulation of any paper in Kuwait.</description>

      <title>Kuwaiti Oil Well Fires</title>
      <description>The Environment and Public Works committee's Gulf Pollution Task Force heard testimony on the effect of the Kuwaiti oil well fires set by retreating Iraqi soldiers on humans and the environment in the area. The oil fires, which have burned unabated since near the end of the Persian Gulf war, create 500,000 tons of air pollutants per week, which have disastrous effect on Iraqi residents, animals, and U.S. troops stationed in the area. Mr. Makris discussed the possible makeup and subsequent medical problems resulting from particulate matter in the smoke from the oil fires. Mr. Robinson also discussed the cleanup of oil spilled by Iraqi tankers and oil platforms during the Persian Gulf war. Mr. Seligman said smoke particles in the air of Kuwait posed an "irritant" risk to U.S. soldiers there, but long term effects of the smoke is undetermined. Mr. Blackwelder testified on a three-stage plan for the environmental recovery of Kuwait produced by the Friends of the Earth. He called for the U.S. military to be sent in to aid in the recovery, as delay and minimal assistance to Kuwait would result in national disaster for Kuwait and regional disaster for the Persian Gulf.</description>

      <title>Cease-Fire Resolution</title>
      <description>The United Nations Security Council met to discuss S. 22430, a resolution concerning the cease-fire in the Persian Gulf war. Amendments to the resolution under debate included Iraqi war reparations, forcing Iraq to destroy its unconventional weapons, and a U.N. security force to be placed on the border of Iraq and Kuwait. Representatives from Iraq and Kuwait were invited to participate in the discussions concerning the cease fire in the Persian Gulf war, but were not allowed to vote on the resolution. The resolution was passed by the Security Council in a vote of 12 to 1, and awaited Iraq's approval to become effective.</description>

      <description>Solidarity International for Kuwait, an organization formed last year after the Iraqi occupation of Kuwait to promote Kuwaiti independence and economic prosperity, sponsored a forum to discuss the future of Kuwait. The forum, entitled "Security Arrangements in the Gulf," intended to go over several possible paths for the recovery of Kuwait and the Persian Gulf region. Mr. Aikman discussed security arrangement options for Kuwait, including a U.N. peacekeeping force on the Kuwait-Iraq border, a joint Persian Gulf cooperation pact, a U.N. commission to determine Persian Gulf conflicts, and a regular Persian Gulf leaders' conference. He also supported an agreement to determine ideological disputes between Persian Gulf states.</description>

      <description>The subcommittee heard testimony on the reconstruction of Kuwait's infrastructure and environment, and the part small business might play in the massive rebuilding effort. Initial estimates state the total cost of reconstruction of every destroyed building in Kuwait to be $100 billion to be spent over 5 years. Kuwait's ambassador to the U.S. previously stated that countries contributing the most to the liberation of Kuwait would receive priority in the rebuilding contracts for the reconstruction. Witnesses testified on the logistics of the rebuilding of Kuwait and how American small businesses might participate. Mr. Al-Sutan described the types of industries requiring rebuilding that American small businesses could participate in. Mr. Becker described programs designed to connect small businesses with projects in Kuwait.</description>

      <description>Mr. Abdulla spoke about the effects of the Iraqi invasion of his country, Kuwait. He described the control of Kuwait's borders as "a new iron curtain."  The media blackout over information on Kuwait was contrasted with Saddam Hussein's media appearances, which he called "the bad guy making the news."  The death toll of Kuwaiti citizens, as well as the large numbers removed to prisoner of war camps was explained. Mr. Abdulla said that Kuwait's response has been commendable. The people have joined together in a strong resistance movement of civil disobedience. Mr. Abdulla's remarks were followed by questions from the audience of local high school students.</description>

Kuwait has submitted a draft resolution to the Security Council condemning Iraq's attempts to alter the demographics of Kuwait by destroying identity papers and forcing Kuwaitis to flee. The resolution demands that Iraq withdraw from Kuwait by January 15 and is expected to be adopted this week.</description>
