      <title>Book Discussion on [A War of Frontier and Empire]</title>
      <description>David Silbey talked about his book [A War of Frontier and Empire: The Philippine-American War, 1899-1902], published by Hill and Wang. He described the politics and tactics of the war, as well as the culture of the Filipino people. He said the conflict divided into three incursions, first pitting Spain against allied U.S. and Filipino forces. Spain was defeated and the war shifted to a battle between the United States and the Philippine Army of Liberation. Finally, the occupying U.S. forces came under attack by a Filipino insurgency. Professor Silbey contended that this series of conflicts provided the Philippines with a national identity, one which did not exist before the start of the war. After his presentation he responded to audience members' questions.
 
 The event was co-sponsored by the Center for the Study of Force and Diplomacy and the Society for Military History.</description>

      <description>Philippine President Gloria Macapagal Arroyo gave her fifth State of the Nation Address (SoNA) before a Joint Session of Congress. She had been accused of corruption and recently apologized for speaking to an election official before the final votes were announced in last May's election. President Arroyo proposed a shift to a parliamentary form of government, in response to what she admitted was a political crisis.
 
 Opposition leaders had called for her resignation and were moving forward with impeachment proceedings. Portions of the program were in Tagalog with English translation.</description>

      <description>Philippine President Gloria Macapagal Arroyo gave her State of the Nation address before a Joint Session of Congress. President Arroyo was re-elected on May 10. She outlined her agenda for the next six years, which includes:  jobs, education, youth opportunity and the budget. The president also talked about Angelo de la Cruz, a Filipino truck driver who was captured by Iraqi militants on July 7. Two weeks after his capture, President Arroyo ordered withdrawal of Filipino troops from Iraq. Angelo de la Cruz was then released by the Iraqi militants.

      <description>Philippines Finance Minister and Chairman of the Coordinating Council of the Philippines Assistance Program, Jesus Estanislao, spoke on his country's economic challenges and prospects of the 1990's. Although the events and rhetoric surrounding the Philippines often appear problematic, he said that there has been significant progress toward economic recovery. "Inflation is enemy number one of the Philippines economy," said Dr. Estanisloa. He explained that the Philippines needs to keep a healthy balance between day-to-day concerns and the long-term homework associated with economic development. Although passed by the democratic government, implementation of his broad economic reform package has been hindered by political partisanism. Dr. Estanislao was born and raised in the Philippines. He received his secondary education in the United States, with a Masters in Economics from Fordham College and a Ph.D. from Harvard.</description>
