      <title>[Florida v. Department of Health and Human Services]</title>
      <description>A three-judge panel at the Eleventh Circuit Court of Appeals in Atlanta  heard oral argument in [Florida v. the Department of Health and Human Services]. The case challenged the 2010 health care law and was brought by 26 states that had banded together in opposition to the law's requirement that everyone have health insurance. The states' argument was that Congress had exceeded its authority and was infringing on the 10th Amendment. A lower district court judge agreed with the argument and voided the entire health care law after ruling that individual insurance mandates were unconstitutional.</description>

      <description>House Majority Leader Steny Hoyer held a town hall meeting on health care reform at Calvert Memorial Hospital in Prince Frederick, Maryland. He spoke to a large crowd about proposals before Congress and the time table for consideration after the summer recess. He was joined by a panel of constituents who also shared their experience and concerns about health care. He also answered questions from the audience, many of which focused on tort reform. He responded that Congress will likely consider caps on medical lawsuits, yet cautioned that capping non-economic damages could mean some victims of medical malpractice "may not get anything of substantial value through the years."</description>
