      <title>Health Care Policy and the States</title>
      <description>Governor Gary Herbert (R-UT) talked about his state's efforts to reform health care and ongoing disputes with the federal government over the 2010 health care law, the Affordable Care Act (ACA). He said that although he did not support the ACA, it was the law of the land and that states "must deal with it." He described Utah's health exchanges, based on a free marketplace with consumers deciding the coverage that works best for them. He outlined aspects of the ACA that Utah would not comply with, including not enforcing the individual mandate, administering Medicaid through the health exchange, and the tax credit through the exchange.</description>

Dr. Brown showed how views for and against health care coverage were portrayed during the red scare in the early 20th Century, the creation of Medicare in the 1960s, and during the debate over the 2010 health care law. Mr. Bennett presented a general overview on the role of the editorial cartoonist in public debate.</description>

      <title>Q&amp;A with Matthew Heineman</title>
      <description>Matthew Heineman talked about his documentary film, [Escape Fire: The Fight to Rescue American Healthcare], in which he examines the deficiencies in America's health care system and explores cost effective solutions such as acupuncture and preventing illness with nutrition and lifestyle changes. He talked about the issues that arise from fee-for-service medical reimbursement that compensates doctors for each procedure, and in some cases leads to overtreatment of preventable diseases. He highlighted alternatives to this method of physician compensation, such as the plan at the Cleveland Clinic which pays doctors a salary and incentivizes them to provide better treatment as measured by patient's results. He also talked about why he became a filmmaker, and what he plans to do for his next project. Video clips from the film were shown.</description>

      <title>Women's Health Issues</title>
      <description>Panelists talked about women's health care accessibility and the government's role in the funding of reproductive services. Some of the issues they discussed the affordability of contraceptives, "personhood" initiatives in some states, religious issues, the use of birth control as a politically partisan issue, and Planned Parenthood. The panelists also answered questions from audience members about "botched abortions" being performed by Planned Parenthood, health risks associated with birth control, the dangers of government extension of power, and alternatives to traditional contraception such as natural family planning. 
One of the panelists, Sandra Fluke, received national attention after she was barred from testifying at a House Oversight Committee hearing on insurance companies' coverage of contraception, and was the subject of derogatory comments by radio talk show host Rush Limbaugh.</description>

      <title>Powered Wheel Chairs and Medicare Fraud</title>
      <description>Witnesses testified on prior authorization requirements for power mobility devices (PMD), such as wheel chairs, in Medicare. A 2011 inspector general's report found that 80 percent of PMD claims did not meet Medicare criteria and should not have been paid. Among the topics addressed were aggressive tactics to get doctors' approval for the devices, systematic errors that were later corrected and approved, and a new pilot program aimed at reducing the risk of errors and fraud in the powered wheel chair program.</description>
