Some of the proposals included repealing portions of the health care law, education reforms, and restoring parts of the 1996 welfare reform act that he said had been weakened since the mid-1990s. He criticized federal anti-poverty programs and said a Romney administration would work more closely with local leaders to determine how to assist people in need, explaining that communities, rather than the government, should look after the poor.</description>
