In December 2011 Congress passed a two-month payroll tax cut extension. Democrats proposed taxing income earners over $1 million while Republicans wanted the cost to be offset through spending cuts. The extension expires on February 29th. Conferees also discussed differences over unemployment insurance and Medicare.</description>

      <description>The House and Senate Budget conference members met to discuss House Concurrent Resolution 121 and the Senate budget resolution to negotiate a joint budget resolution. In convening the conference, chairman Jim Sasser said the differences between the House and Senate budget resolutions were only a matter of degree, not in concept. He stated the priorities of the Senate's budget resolution as being a $3.1 billion increase in education programs, and a $1.3 billion increase in health and nutrition programs. The priorities of the House were essentially similar, although the House included priorities in energy, science, transportation and justice. Chairman Sasser said given the spending caps determined in the 1990 budget summit, there was little room for new initiatives.</description>

      <title>1999 Supplemental Appropriations Conference</title>
      <description>House and Senate Appropriations Committee members met to discuss the 1999 Supplemental Appropriations Bill. The bill would allow for $11.6 billion to fund the action in Yugoslavia, as well as a number of measures to pay for Pentagon programs. The funds sought by congressional members is twice what President Clinton had asked for to offset the expense of Operation Allied Force. During the course of the meeting House and Senate members voted separately on whether to accept several amendments to the bill.</description>
