      <title>Naval Training Facility in Vieques, Puerto Rico</title>
      <description>Witnesses testified about resuming live firing exercises on a U.S. Navy firing range on the island of Vieques in Puerto Rico. A presidential panel recommended that the military resume the exercises and that the range be shut down in five years. The panel also criticized the Navy for not addressing long-held grievances of the people of Vieques, saying the Navy was partially responsible for a 25 percent unemployment rate on the island. Governor Rossello opposed the reopening of the range.</description>

      <description>Justice officials testified about President Clinton's decision to grant clemency to several Puerto Rican nationalists involved in terrorist incidents in the late 1970s and early 1980s. At issue were several documents showing that the nationals did not personally apply for clemency, rather the Justice department proceeded at the urging of supporters. Several times the witnesses responded to questions about the decision-making process by invoking executive privilege, sparking several heated discussions.</description>

      <description>After a recess for separate party discussions, members continued to debate  whether or not investigations should proceed into voter fraud allegations against Senator Landrieu. Senator Byrd voiced displeasure at having to vote immediately on an issue of such importance. The committee passed a resolution to continue the investigation into any matters deemed appropriate by Chairman Warner by strictly partisan 9 to 7 vote over the recommendations of the two attorneys who suggested a more limited probe in Louisiana to test Mr. Jenkins' allegations.</description>
