David Lisak spoke about his work as a forensic consultant on rape cases in the military.</description>

In the third panel supporters and opponents of the bill testified about the prevalence of workforce discrimination and possible consequences of enacting  the legislation. Vandy Beth Glenn, who's transgender, her termination after she announced she was transitioning from male to female.</description>

      <title>Federal Cocaine Sentencing Laws</title>
      <description>Witnesses testified about federal mandatory minimum laws for crack cocaine. Under current federal law it takes 100 times more powder cocaine than crack to trigger the five- and ten-year mandatory minimum sentences and crack is the only drug for which there exists a mandatory minimum for simple possession. Witnesses testified about the race bias in the law, the cost to society from longer jail sentences, and the law's unpopularity with judges. Representatives Rangel, Lee, and Bartlett were the first witnesses.</description>

      <title>Holocaust Victims' Assets in Swiss Banks</title>
      <description>Committee members heard testimony from Holocaust victims' relatives and advocates and a Swiss banking representative about Swiss banks which still hold assets of Jews killed during the Holocaust. Several witnesses talked about the need for the Swiss government to set up a fund for elderly Jews as a gesture of good faith even before the investigation into these accounts is completed. The Swiss banking official countered that this was premature and that the Swiss government and banking industry will not try to conceal any information. Senator D'Amato is helping to sponsor archival investigations into the matter.</description>

The hearing came about due to the controversy raised by the marketing of an alcoholic product with the brand name "Crazy Horse."  Although the brewery making the product did not break any laws, the committee sought to learn whether the laws concerning such products should be changed.</description>

H.R. 1, introduced to the House and supported by the Democrats, would overturn several Supreme Court decisions that made it harder for women, minorities, and the handicapped to recover for damages in cases of discrimination. President Bush had previously made it clear that he would veto any civil rights bill containing language concerning quotas. House debate on the bill was scheduled for the following week. The committee sought to determine a rule concerning the debate on the bill in the House. The committee voted to place a "king of the hill" rule on the bill, a rule under which the last version of the bill to be passed by the House will be the final version of the bill.</description>

      <description>The Rules committee heard testimony on H.Res. 1, the Civil Rights Act of 1991. H.Res. 1 was introduced by Democrats to counteract several 1989 Supreme Court decisions that increased the burden of proof on employees claiming discrimination in the workplace. The Rules committee specifically heard testimony from members of the House of Representatives who pleaded for separate votes on specific amendments. Amendments discussed in the hearing included a substitute amendment introduced by the Democrats still under revision, a substitute amendment from the Republicans that would overturn less Supreme Court decisions than the Democrats' bill, and an amendment from several women Representatives that would prohibit limits on damages recovered from cases of intentional discrimination. Rep. Solomon argued heatedly against a rule restricting debate of the bill on the House floor. Other issues discussed include the definition of quotas, which are to be prohibited, and the definition of "business necessity," in relation to necessary discrimination. The committee ended its session without taking action on the bill.</description>

      <title>Race-Based Scholarships</title>
      <description>Forty-five minutes before the hearing of the House Government Operations subcommittee, Secretary of the Department of Education Lamar Alexander and Assistant Secretary for Civil Rights Michael Williams announced that colleges and universities should continue providing scholarships for minorities while the Department of Education conducted an investigation into the issue. He said it would be "all right" if his announcement undercut the impact of the Government Operations subcommittee's hearing on race-based scholarships. In the hearing, the committee heard testimony on race-based scholarships from Mr. Williams, who had informed the Fiesta Bowl in December 1990 that they would violate the Civil Rights Act of 1964 if they provided a scholarship fund specifically for minority students. The Civil Rights Act of 1964 prohibits discrimination on the basis of race by publicly funded institutions. Mr. Williams' ruling was modified but not rescinded by the Department of Education. Mr. Williams testified under the threat of a subpoena by the subcommittee, and the committee voted to issue a subpoena for Richard Komer, Deputy Assistant Secretary for Policy of the Department of Education. Mr. Williams said the decision on the scholarship ruling was his alone.</description>
