Shaping The Future of Canada

In 1990, two of Canada's ten provinces failed to ratify the Meech Lake Accord which would have approved constitutional amendments to designate Quebec as a distinct society with certain special powers. Since that time, the government has looked at ways to formulate a new constitution for Canada, but all of those efforts have failed. Quebec has threatened that if a new broadly decentralized constitution is not put into place by next year, the province will call for a referendum to establish full independence. A hearing was held by the Special Joint Committee of the Canadian House of Commons and Senate on a Renewed Canada. Members of the committee heard from representatives from the Group of 22, an organization of former Canadian government officials and current civil leaders. The Group of 22 has examined Canada's constitutional problems.

Future of New Orleans Final Public Meeting

Mayor Nagin presented revisions to the rebuilding plan formulated by the Bring New Orleans Back Commission. He told residents at a town hall meeting that he endorsed a proposal which would allow all residents to reconstruct their homes in neighborhoods shattered by Hurricane Katrina, noting that some building would be at the risk of the homeowner. The citizens attending the meeting were often critical of the mayor and angry about the city's responses to their needs.

The mayor's advisory commission, formed after Katrina struck Aug. 29, 2005, recommended in January that some flooded neighborhoods be replaced with parks and that the city take a go-slow attitude in rebuilding low-lying areas. The report also recommended a host of other ideas, from revamping schools to consolidating some city offices. The wish-list of projects included new light-rail systems, new riverfront development and better flood protection.
