Intelligence and the War on Terrorism

Witnesses testified about ways to improve the effectiveness of the U.S. intelligence community against terrorist threats. Among the issues addressed were the leadership, organization, performance, and funding of intelligence agencies. Mr. Schlesinger cautioned that the some shortcomings resulted from inherent problems with intelligence, rather than correctable errors or organizational deficiencies. He also argued that competition was preferable to centralization in the U.S. intelligence community. Mr. Deutch said that U.S. intelligence agencies should be centralized under a director in order to improve efficiency and increase communication between agencies. Mr. Steinberg highlighted several key points: the need for better information sharing; the blurring of the lines between law enforcement, domestic intelligence, and foreign intelligence; the need for a central director of intelligence; the need for changes in the policy apparatus as well as the intelligence gathering apparatus; and the requirement that the new system be effective against terrorists while retaining the support of the American people.

Family Structure and Personal Responsibility

Dr. Sullivan delivered an address entitled, "The Importance of Strong Family Structure and the Role of Personal Responsibility," before the conference sponsored by the 21st Century Commission on African-American Males. The conference was organized to define and promote the political agenda of American black males, many of whom are destroyed by the violent culture within which they develop and come of age. Black male teenagers are eleven times as likely to be killed by a gun than white male teenagers, and the leading cause of death among young black males is other black males. The commission sought solutions to reverse these statistics and promote positive values for black males. Dr. Sullivan cited lack of access to health care, a violent culture, and self-destructive behavior as being symptoms of a deeper despair among black males caused by job discrimination and low self-esteem. He advocated the resurgence of traditional sources of strength for black males: the traditional family and a strong sense of community. He said black males must approach life with the knowledge that the individual has control over their life, no matter how difficult the individual circumstances may present themselves.

The 21st Century Commission on African-American Males' convention brought together politicians, scholars, and analysts to explore the political and social culture surrounding African-American males in the U.S. and determine methods to improve the lives of disadvantaged African-American men. In the forum entitled, "Effective Public Policy: The Role of Federal, State and Local Government," panel members examined proposed changes in U.S. institutions designed to counteract the culture of violence and discrimination faced by many young black males in U.S. society. Issues addressed by panel members included education, agencies affecting black males such as the criminal justice system, and national, state and local policies affecting black males.
